About The Agency
Located in California’s Central Valley, the San Joaquin County Probation Department plays an important role in keeping local communities safe and strong.
Its officers and staff work across the courts, detention system, and community to support public safety and help people move forward. That work depends on close collaboration with law enforcement, schools, community organizations, and residents across San Joaquin County.
But required report writing was taking valuable staff time away from that work.
The Challenge

Before working with Cognisen, report writing was taking a significant share of San Joaquin County Probation Department’s staff time. Across the workflows measured, a single report could take over 24 hours to complete.
That means more than two full workdays just to put the case on paper.
The challenge added up quickly. 2 reports could mean roughly 48 hours of deskwork, while staff still had supervision, client interactions, court responsibilities, and other casework to manage. And every report still needed to be accurate, timely, and ready for review.

The Solution
Building AI Around the Report Workflows
Working with San Joaquin County, the Cognisen team identified two major opportunities: restitution and investigation reports. Both required significant staff time, making them strong candidates for a more efficient workflow.
Cognisen worked to tailor DocAssist around how staff actually developed reports. Cognisen’s focus did not solely remain on providing efficiencies for the report writers, but also across the department, from practitioners to leadership and IT. Case information could move into a DocAssist-supported draft, while practitioners remain responsible for reviewing, refining, and approving the final report:

From January through August 2026, the results were clear. Across measured workflows, San Joaquin County’s staff completed reports 58% faster, saving an average of 2 hours and 54 minutes per report.
Those savings added up to 2,946 staff hours returned, equivalent to roughly 74 forty-hour work weeks. During that period, staff generated 2,677 DocAssist drafts.
